Retrieves Prowlarr indexer failure and backoff records.

DESCRIPTION
This function retrieves Prowlarr indexer failures and temporary disablements. Use Get-StarrProwlarrIndexer to retrieve all configured indexers. An empty result normally means that Prowlarr has no recorded indexer failures or disablements.
